A new Gender Mainstreaming methodology, written and developed by Regional Gender Programme, makes a gender dimension explicit in policy sectors. Gender equality is no longer viewed as a "separate question", but becomes a concern for all policies and programmes. Furthermore, a gender mainstreaming approach does not look at women in isolation, but looks at women and men both as actors in the development process, and its beneficiaries.<br /><br /><br /><br />This handbook is designed specifically for policy-makers who are not experts in gender issues, but who nonetheless are charged with the day-to-day responsibility of gender mainstreaming, according to organizational mandates.
