This paper was published in 2003 as background material in preparation for the WSIS. It asserts that unless gender issues are not fully integrated into technology analyses, policy development and programme design, women and men will not be able to benefit equally from ICTs and their applications. Specifically, gender needs to be an integral component in policymaking as policy involves the prioritisation of resources across different groups of users and sectors.
